Restrictiile de munca pentru romani si bulgari, extinse de Marea Britanie pana in 2014

Restricţiile de muncă pentru cetăţenii români şi bulgari se extind, în Marea Britanie, până la sfârşitul anului 2013, a anunţat, miercuri, ministrul britanic al Imigraţiei, Damian Green.

În urma acestei decizii, cetăţenii români şi bulgari care intenţionează să muncească în Marea Britanie vor trebui, ca şi până acum, să obţină în prealabil un permis de muncă de la Agenţia britanică pentru Frontieră (UK Border Agency), informeaza MEDIAFAX.

“Prin menţinerea restricţiilor dorim să ne asigurăm că migraţia aduce beneficii Regatului Unit şi nu are un impact negativ asupra pieţei britanice a muncii. Guvernul reformează radical sistemul de imigraţie. A anunţat deja plafonul anual pentru vize de muncă şi noi reguli stricte pentru studenţi, astfel încât migraţia netă să fie redusă de la sute de mii la zeci de mii”, a spus Damian Green.

El a susţinut că necesitatea extinderii restricţiilor deja existente pentru români şi bulgari a fost demonstrată de către Comitetul de Consiliere privind Migraţia (Migration Advisory Committee).

Potrivit sursei citate, decizia face parte din “strategia Guvernului de la Londra de a reduce dependenţa angajatorilor faţă de muncitorii imigranţi, în special în sectoarele unde se cere forţă de muncă necalificată”, scopul fiind ca ca şomerii să fie ajutaţi să îşi găsească o slujbă.

Un raport recent al organismului independent Comitetul de Consiliere privind Migraţia (Migration Advisory Committee) a analizat impactul pe care eliminarea restricţiilor l-ar avea asupra pieţei britanice a muncii. Concluzia raportului, publicat la 4 noiembrie, a fost că ridicarea restricţiilor actuale ar conduce la creşterea numărului de români şi bulgari care vin la muncă în Marea Britanie. Acest lucru ar fi valabil în special în sectoarele unde se caută forţă de muncă necalificată şi unde există un risc mai mare ca muncitorii rezidenţi şi salariile să fie afectate, potrivit raportului.

Permisul de muncă pentru Marea Britanie poate fi obţinut numai atunci când solicitantul are deja o ofertă concretă pentru un loc de muncă într-un sector care necesită o anumită calificare şi pentru care angajatorul nu a putut găsi un ocupant potrivit printre rezidenţi.

Lămuriri privind regimul permiselor de muncă în Marea Britanie

Ambasadorul Marii Britanii şi Irlandei de Nord în România, Martin Harris, i-a transmis preşedintelui Comisiei pentru românii din Diaspora, William Brânză (PDL) că oficialii londonezi au luat o serie de măsuri de sprijin pentru românii care merg la lucru în Regat, chiar dacă perioada de acordare a permisului de muncă a crescut de la câteva săptâmâni la aproape o jumătate de an.

Actualizearea permanentă a site-ului pentru urmărirea dosarului la care se lucrează, recomandări cu privire la modul de solicitare a urgentării sau retragerii solicitării unei cereri, atunci când cineva are nevoie de autorizaţie pentru a începe munca sau pentru a se deplasa imediat, dar şi date referitoare la introducerea unei noi proceduri, sunt doar câteva dintre măsurile luate de autorităţile de la Londra în sprijinul muncitorilor români, aduse la cunoştinţă de Martin Harris, la solicitarea şefului PDL Diaspora.

„Atunci când sistemul a fost introdus, ne-am propus să procesăm 70% din cereri în termen de 20 de zile lucrătoare şi 90% din cereri în 70 de zile lucrătoare. Standardele Serviciului de Migraţie s-au schimbat pentru cei din afară şi obiectivele cazurilor europene s-au aliniat, astfel încât 95% din cereri/cazuri urmează a fi soluţionate în termen de 6 luni”, a fost răspunsul oficialilor britanici, transmis lui Brânză prin intermediul lui Martin Harris.

Suspendare Program Asistenti Medicali Marea Britanie

Din cauza prea multelor inscrieri in Programul nostru pentru Asistenti Medicali Marea Britanie, risam sa devenim neseriosi. Din acest motiv compania noastra a hotarat suspendarea inscrierilor in acest program pana la inceputul lunii aprilie 2012.

Toate inscrierile anterioare si contractele semnate vor fi onorate in cel mai scurt timp. Activitatea continua doar pentru aceste contracte.

In acest timp va rugam sa contactati pentru inscrieri si consultanta celelalte firme din domeniu.

Residents at Oxford’s Albany Nursing Home put ‘at risk’

Residents at a care home in Oxfordshire were at risk of being hurt by unsafe equipment, a health watchdog report has revealed.

The Care Quality Commission (CQC) found Albany Nursing Home in Headington failed in five areas.

It has now been told it must improve or face sanctions such as fines or even closure.

A spokesman for the home said it had already implemented improvements following the inspection in May.

The report also said some residents “were at risk from not receiving the nutrition they required”.

Infection control

Too few cleaning staff were employed resulting in areas of the home that were “dirty” and limescale had not been removed from sinks, toilet pans and washing machines.

“Some staff were not aware of the management of the control of infection,” said the report.

Inspectors also found medication was not always stored correctly or given to the correct person.

The nursing home is registered to care for 48 older people and is owned by Trinity Care (Crown) Limited – part of the Southern Cross Healthcare Group.

A spokeswoman for the home said: “We continue to work closely with the CQC and Oxford Council, along with residents and their relatives to improve and sustain care delivery at the home.

“The care and wellbeing of our residents remains our top priority.”

Southern Cross also owns the Brookfield Christian Care Home in Oxford which was criticised by the CQC in May and is currently awaiting re-inspection.

East Sussex NHS ‘needs more improvements

An NHS trust that was criticised over care standards at hospitals in Hastings and Eastbourne has been told it needs to make further improvements.

Eastbourne District General Hospital

The Care Quality Commission (CQC) raised concerns about East Sussex Healthcare NHS Trust after inspectors visited in February.

Roxy Boyce, of the CQC, said they had been “some improvements but not enough” and had issued a warning notice.

Hospital chief Darren Grayson said the trust was continuing to make changes.

The CQC said the warning notice found the trust was “failing to ensure the care and welfare” of patients.

‘Face serious consequences’

It has until 2 September to make the improvements.

Regional CQC director Roxy Boyce said: “Despite the fact we have raised these concerns with the trust previously, they have not addressed them satisfactorily.

“There have been some improvements – but not enough.

“Failure to properly complete risk assessments and patient records means that people are not protected against the risk of unsafe care, while help with eating and drinking for those who need it is one of the basic fundamentals of care.

“This warning notice sends a clear and public message that this trust now needs to address these shortcomings as a matter of urgency or face very serious consequences.”

In the report, published in May, the CQC said the trust was failing to meet essential care standards at Eastbourne and Hastings.

Inspectors found “institutional abuse” – defined as the mistreatment of people resulting from poor practice – on one ward.

Infection control was criticised and the report said patient dignity was compromised by facilities and staff attitudes.

Mr Grayson said: “I apologise to those patients whose care has fallen below acceptable standards.

“We must ensure that we get it right for all our patients all of the time and ensure the quality of our record keeping and documentation consistently reflects the high quality care that I know we provide to the majority of our patients.”

He added: “To date we have taken significant steps to address the concerns raised by the CQC following their inspections in February and this has led to the lifting of two of the warning notices served on the trust at the time.

“We have a number of programmes in progress to address the concerns raised and we recognise that we are on a journey of continuous improvement and cultural change in order to embed the changes across the organisation.

“We are confident that we will have made further significant progress by 2 September.”

Elderly ‘facing cuts to care despite promises’

Social care budgets for the elderly in England will be cut this year – despite promises to invest more cash, according to an analysis of spending plans.

The Age UK research, based on freedom of information data, suggested spending on the over-65s would drop by over 8%.

The charity predicted the impact of such a cut could be “devastating” as the system was already at crisis point.

Care services minister Paul Burstow questioned the figures, suggesting the situation was not as bad as claimed.

He acknowledged budgets were “under pressure” but said that did not always lead to a deterioration in care.

“While some councils may simply be cutting care, others are working hard to get more for less with innovative ways of delivering better care, including using more telecare and cutting needless admissions to hospital and residential care,” said Mr Burstow.

The findings come after extra money was promised in the 2010 spending review.

Ministers said £2bn more would be invested in social care by 2015, with the first tranche coming this financial year.

This was earmarked for both elderly care and younger adults with disabilities.

Rationing

The promise came after the government had announced a review of the system amid evidence councils were having to ration care because of the increased demands being placed on services by an ageing population.

That review is due to publish its recommendations next Monday and pave the way for an overhaul of the means-tested system.

Social care has been struggling for funding in recent years with the overall budget only rising slightly above inflation.

In recognition of the problems, the government said last year it would set aside some extra funds to help the system until any new arrangements were introduced.

But the Age UK research suggested that the money was not yet getting through to the frontline of elderly care.

It asked all 152 councils with responsibility for social care for data on their spending plans and service provision for the elderly for this financial year.

The charity received information on spending from 110 councils, which suggested the budget would be cut by 8.4% – equivalent to £610m.

It also received evidence councils were coping by taking measures such as reducing the number of care home places and hours of home help.

Michelle Mitchell, from Age UK, said: “Funding for social care is already inadequate. The consequences of cutting expenditure further could be devastating.

“We are fearful that even more vulnerable older people will be left to struggle alone and in some cases will be put at risk.”

Councillor David Rogers, of the Local Government Association (LGA), pointed out while extra money had been promised by ministers for social care, it was being cancelled out by the wider cuts to local government – its budget from central government is being reduced by a quarter over the next four years.

“As the LGA warned last year, and this report backs up, government funding cuts have left councils with huge gaps in their adult social care budgets. Savings have to be found and tough decisions will have to be made in some areas.”
